PREGERSON, Circuit Judge:

Gregory Stuart Aguilar-Ramos (“Aguilar”), a thirty-eight year old citizen of El Salvador, has been a permanent legal resident of the United States since he was seven years old. Aguilar petitions for review of the Board of Immigration Appeals’s (“BIA”) order dismissing his claim of ineffective assistance of counsel and denying his applications for relief under former Immigration and Nationality Act (INA) § 212(c), 8 U.S.C. § 1182(c) (repealed effective April 1, 1997) and the Convention Against Torture (“CAT”). 1 We have jurisdiction under 8 U.S.C. § 1252(a)(5).
