Kalonji Jihad (“Jihad”) filed this pro se action pursuant to 42 U.S.C. § 1983, and invoking this court’s federal question subject matter jurisdiction under 28 U.S.C. §§ 1331 and 1343(3). The complaint alleges that former Maximum Control Complex (“MCC”) Superintendent Charles Wright violated Jihad’s federally protected rights by placing him on restrictive medical separation status after he refused to take a tuberculosis (“TB”) screening test.
