MEMORANDUM OPINION

TURK, Senior District Judge.

Plaintiff, Ira W. Madison, is an inmate under the supervision of the Virginia Department of Corrections seeking relief under the First Amendment and the Religious Land Use arid Institutionalized Persons Act of 2000 (“RLUIPA”), 42 U.S.C. § 2000cc-l (2002), for the alleged violation of his right to free exercise of religion.
