MEMORANDUM OPINION AND ORDER
This matter was heard on the application of plaintiffs for preliminary and permanent injunctive relief and declaratory judgment. Plaintiffs are seeking to challenge the procedures employed by the Government of the Virgin Islands in awarding contracts on an open market, non-bidding basis, to Ramsey Motors, Inc. for the purchase of a total of twenty-one trucks and other units of heavy equipment to be used for road maintenance and garbage removal.
