Kress, Dunlap & Lane, Ltd., the owner of the premises, located at No. 8 King Street, Frederiksted, St. Croix, seeks, relief against an order issued by Carlos A. Downing, Commissioner of Property and Procurement, under the Rent Control Law of the Virgin Islands, 28 V.I.C. § 831 et seq., fixing the maximum rent on the upper floor of its premises, at $50.00 a month.
