The Glenwood Railroad Company, one of the appellees by resolution of its board of directors duly adopted, resolved that *504the location of the sidings of their railroad, roundhouse and other improvements in the plan submitted by its chief engineer be approved and that the proper officers be authorized to take steps to appropriate and condemn the property necessary for such sidings and improvements.
