OPINION OF THE COURT

During the summer of 1977, the City of Oneonta (City) and the Oneonta School Board were faced with problems of mutual concern and, as a consequence, the Mayor of the City, on July 20, 1977, wrote to the president of the Board of Trustees of the Oneonta School District (Board) suggesting that the writer, a committee of four from the city council and the members of the Board meet for the purpose of discussing "two areas of mutual concern.” The superintendent of schools *53responded to that letter by indicating that the Board would be happy to meet with the city council…
