This matter is before the Court on the proposal of St. Elizabeths Hospital for the conditional release of John W. Hinckley, Jr., pursuant to 24 D.C.Code § 501(e)—a so-called “(e) proposal” or “(e) letter.” Over the years, the Hospital has submitted a series of proposals to this Court, seeking to expand the scope or duration of Mr. Hinckley’s activities outside the grounds of the Hospital.
