HUDOCK, Judge:
Merlyn J. Jenkins (Appellant) appeals from the order entered by the trial court sustaining the preliminary objections in the nature of a demurrer filed by the County of Schuylkill (Appellee). We affirm.
In February of 1992, the Schuylkill County Board of Commissioners advertised in local papers seeking a “Request for Proposal” for the leasing of a building to be used for Schuylkill County’s 911 Emergency Management Center.
