As no member of this panel, nor any other judge in regular active service on this Court, has requested that this Court be polled on rehearing en banc (Fed.R.App.P. 35; 11th *1239Cir.R. 35-5), the suggestion of rehearing en banc is DENIED. Nevertheless, the original panel grants rehearing, withdraws the previous panel opinion dated February 14, 1995, 44 F.Bd 960 (11th Cir.1995), and substitutes the following opinion:
