ORDER AND OPINION

PALMIERI, District Judge:

This action for a declaratory judgment, 28 U.S.C. §§ 2201-2202 (1982), is an attack by sixty five United States citizens and organizations on the constitutionality of the Anti-Terrorism Act of 1987 1 (the “ATA”). The ATA is discussed extensively in this court’s opinion in United States v. PLO, 695 F.Supp. 1456 (S.D.N.Y.1988), which is filed herewith. Familiarity with that opinion is assumed.
