This appeal concerns conflicting claims of the County of Orange (County) and the State of California to certain funds. The funds were derived from payment to the County of cancellation fees by the owners of an agricultural preserve upon cancellation of an agreement executed between the County and the property owners pursuant to the California Land Conservation Act of 1965.
