Chapter XI proceedings were filed by Norman Falk on October 23, 1976. Nearly a year later, on August 15, 1977, City Federal Savings and Loan Association, (hereinafter City Federal), filed a complaint against the debtor, Falk, and the Receiver, Michael G.
