Appellant, Spencer Traub, appeals from a judgment of the Franklin County Court of Common Pleas reversing an order of the State Personnel Board of Review (“SPBR”) and reinstating the twenty-day suspension that appellee, Warren County Board of Commissioners, imposed on appellant.

Appellant has been employed as a zoning inspector for Warren County since May 1987. On June 10, 1994, appellant’s scheduled work hours were from 8:00 a.m. to 4:30 p.m. After arriving at his office, appellant completed some paperwork and then around 10:00 a.m. left to perform some duties in the field.…
