OPINION

{¶ 1} Appellant, Chris Maurer, appeals from a judgment of the Franklin County Court of Common Pleas affirming the order of the State Personnel Board of Review ("board") that upheld the decision of appellee, Franklin County Treasurer, to terminate appellant's employment. Appellant assigns a single error:
