RIEDERER, Judge.
Missouri State Employees’ Retirement System (“MOSERS”) appeals from the trial court’s judgment declaring that § 476.530 1 is unambiguous and that Respondent should be paid retirement benefits based on the salary being paid to circuit judges in active service at the time his benefits were payable in 1995, rather than on the basis of the salary being paid to circuit judges at the time he resigned in 1986.
