I. INTRODUCTION
Plaintiff Paul L. Fritch is a career Foreign Service Officer employed since 1991 with Defendant U.S. Department of State (“State”). In the summer of 2007, Plaintiff was “seconded” from State to serve as the Director of the Office of the Secretary General for the Organization for Security and Cooperation in Europe (“OSCE”).
