Plaintiffs Clearon Corp. and Occidental Chemical Corp. (domestic producers), move for judgment upon the agency record pursuant to USCIT Rule 56.2, challenging a decision of the United States Department of Commerce (“Commerce”) during an administrative review of the antidumping duty order covering chlorinated isocyanurates from the People’s Republic of China for the 2008-09 period of review.
