This matter is before the court on Plaintiffs and Defendant’s cross motions for summary judgment, pursuant to Rule 56 of the Court of International Trade. The Defendant, the United States Customs Service (“Customs”), refused to classify as eligible for duty free treatment under the United States-Israel Free Trade Agreement (“IFTA”) Plaintiffs importation of certain women’s cotton jeans.
