Appeal from a judgment of the Supreme Court (Torraca, J.), entered March 6, 1989 in Ulster County, which, inter alia, dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent denying petitioner’s application for a license and certificate of approval to operate a junk yard.
