Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Schuyler County) to review a determination of respondent Town of Hector Town Board which denied petitioner’s application for a license to operate a junkyard.

Petitioner is the owner of a parcel of land in the Town of Hector, Schuyler County, upon which he has operated an unlicensed junkyard since 1978.
