FACTS

The plaintiff, Janet Phillips, appealed to this court a decision of the Secretary of Health and Human Services (“Secretary”) denying her claim for supplemental security income (“SSI”) benefits under the Social Security Act, as amended, 42 U.S.C. § 1381 et seq. By an Order dated February 11, 1988, the court remanded the case to the Secretary for further consideration and development as specified in the Memorandum Opinion issued the same day.
