This is a petition for review of an order of Administrative Law Judge William C. Cregar that became a final order of the Secretary of the United States Department of Housing and Urban Development (HUD) on October 21, 1991. Petitioners Soules and Housing Opportunities Made Equal, Inc. of Buffalo (HOME) argue that the Administrative Law Judge (AU) erred in dismissing discrimination claims brought under sections 3604(a) and (e) of the Fair Housing Act, 42 U.S.C. § 3601 et seq.
