SOBELOFF, Senior Circuit Judge:

This case presents the first occasion for a federal court of appeals to consider certain important issues in the application and enforcement of Title VIII (Fair Housing) of the Civil Rights Act of 1968.

Appellant Bill R. Hunter is editor and publisher of The Courier, a weekly newspaper with a circulation of 29,000, chiefly in Prince George’s County, Maryland. The Courier carries classified advertisements prepared by persons offering dwellings for sale or rent.
