[[Appellant Jeffrey Barrows appeals orders of the Sebastian County Circuit Court entered in favor of Appellees the City of Fort Smith and Kevin Lindsey, the City’s chief of police (collectively referred to as the “City”). On appeal, Barrows argues that (1) the circuit court erred in determining that it must, as a matter of law, dismiss his claim under the Arkansas Whistle-Blower Act because of the dismissal of his civil-service appeal; (2) there were genuine issues of material fact to be resolved with regard to his whistle-blower claim; and (3) the circuit court…
