Pursuant to the Virginia Administrative Process Act (VAPA), Code § 2.2-4000 et seq., the Loudoun County School Board (the School Board) appealed to the trial court an administrative decision of the Virginia Department of Education (VDOE). On appeal, the School Board contends that the trial court erred (1) in holding that a decision by the VDOE pursuant to 8 VAC 20-80-78 is not reviewable on appeal through VAPA, (2) in holding that it lacked jurisdiction under VAPA to entertain an appeal of the administrative decision, (3) in holding that Code § 22.1-214(D)…
