This matter comes before the Court on Sentara Enterprises’ appeal of an adverse decision by the Virginia Department of Medical Assistance Services issued on February 6, 2012. For the reasons stated herein, the *339Court reverses the agency action at issue in this matter, specifically, the Department’s retraction of $190,111.71 from Sentara.
