STATEMENT OF THE CASE

In. March 2002, Bret G. Collignon, along with twenty-seven other plaintiffs, 1 filed their Verified Complaint for Declaratory Relief and Permanent Injunction against the City of Jasper, Indiana ("the City") and the City Common Wage Committee ("the Wage Committee"), challenging the Wage Committee's determination of the common hourly wage to be paid for skilled, semi-skilled, and unskilled labor in Dubois County for five municipal projects.
