THIS MATTER is before the Court on Defendant Loudoun County Deputy Sheriff Wade P. Phillips’ Motion for Summary Judgment (Docs. 119 and 122) and Defendant Loudoun County Sheriff Michael L. Chapman’s Motion for Summary Judgment (Doc. 100). Plaintiff Maurice White brought this civil action against Defendants pursuant to 42 U.S.C. § 1983 for unlawful arrest and malicious prosecution related to an August 11, 2013 traffic stop.
