Plaintiff, Science Applications International Corp. (“SAIC”) filed this post-award protest contesting the United States Department of the Army Intelligence and Security Command’s (“INSCOM,” “Army” or “Agency”) decision not to award an indefinite delivery, indefinite quantity (“IDIQ”) contract to SAIC for foreign language support services (“DLITE contract”) and to award DLITE contracts to six other offerors.
