OPINION

BOWNES, District Judge.

Donald R. Chase brought this action relying on 42 U.S.C. § 1983 (1964) against the Fall Mountain Regional School District, and individually against the superintendent, assistant superintendent, and members of the School Board. Plaintiff alleges that the failure of the School District to renew his contract for the 1970-1971 school year is: (1) a denial of his constitutional rights of freedom of speech and association because the decision of the defendants was based in whole or in part on his activities as a negotiator for the Teachers’ Union; and (2) a denial of…
