BY THE COURT:

On May 20,1986, petitioner Arnett pleaded guilty to a single count of possession of marijuana and cocaine with intent to distribute in violation of 21 U.S.C. § 841(a)(1) and 21 U.S.C. § 846. Arnett offered his guilty plea pursuant to a written plea agreement reached with the Office of the United States Attorney for the Northern District of Florida. The agreement included a provision that Arnett would forfeit $3,000 found on his person at the time of his arrest.
