Albert D. Green and George K. Swerda (“Petitioners”) petition for review of the final decision of the Merit Systems Protection Board (“Board”) that dismissed their appeals for lack of jurisdiction. See Green v. General Servs. Admin., 82 M.S.P.R. 45 (M.S.P.B.1999) (“Green II”). 1 Petitioners were challenging the General Services Administration’s (“agency’s”) denial of their requests to withdraw from their separation agreements.
