ROSENN, Circuit Judge.
On February 4, 1976, a political cartoon, drawn over the signature “Ed Ucation,” appeared in a local newspaper of Fair Lawn, New Jersey, the “Fair Lawn Shopper.” The cartoon ridiculed the financial and personnel policies of the Fair Lawn, New Jersey, Board of Education by depicting the Board members as poker players, apparently gambling away employees’ salaries and jobs.
