This is an application by the plaintiffs, who are licensed ticket brokers, for a temporary injunction restraining the defendants, the commissioner of licenses and the police commissioner of the city of New York, from enforcing the provisions of chapter 614 of the Laws of 1940, in effect April 18, 1940, which amended article X-B of the General Business Law.
