This is a special appeal from an order of the District Court of the United States for the District of Columbia, denying an application for an injunction pendente lite.

It appears that by a joint resolution approved June 15, 1934 (48 Stat. 967), Congress established the “United States Territorial Expansion Memorial Commission”' for the purpose of formulating plans for the construction of a permanent memorial in St. Louis, Mo.
