OPINION
ROBINSON, Judge.
Introduction
This case is pending before the Court on briefs of the parties after a bifurcated trial of the issue of liability. By agreement of the parties this case is to be decided on the record presently before the Court. See, Order of Chief Judge Loren A. Smith, August 24, 1987.
This case involves an action by eleven plaintiffs who were employed as “cook foremen" at the Federal Correctional Institutions at Petersburg, Virginia, and at Big Spring, Texas, to secure payment of overtime compensation allegedly due each of them pursuant to Section 7(a) of the Fair Labor…
