Petitioner, concededly of good moral character, a World War veteran with an honorable discharge, and also holding an honorable discharge from the Navy where he served in 1911 and 1912, in the course of which he received training in the use of small arms, applied to the respondent, the County Judge of Albany County, pursuant to subdivision 9 of section *661897 of the Penal Law, for a license, such as he had possessed since 1937, permitting him to have and carry concealed a pistol.
