The City of Chicago (the City) appeals from an opinion and order of the circuit court of Cook County which declared unconstitutional its zoning ordinance as applied to a tract of land (the property) owned by plaintiff St. Lucas Association (the Association). The Association cross-appeals, contending that the circuit court erred in denying its claim for “just compensation” based upon a loss of use and temporary taking of the property. For the reasons that follow, we affirm.
