ROGERS, Circuit Judge:

This appeal challenges an opinion and order of the Securities and Exchange Commission denying two certified public accountants the privilege of practicing before the Commission. It revisits the question of whether the Commission has articulated a clear standard for a finding of “improper professional conduct” under Rule 102(e) of its Rules of Practice, 17 C.F.R. § 201.102(e).
