OPINION

SUTTON, Circuit Judge.

Federal law regulates the bathrooms of trains. Invoking the relevant statutes and regulations, Ricky Edwards, a train engineer, claims that CSX Transportation owes him damages because an unsanitary locomotive toilet led to a career-ending injury. The engineer overreads the relevant provisions. While they require CSX to have such toilets and to clean them orice a day, they do not require railroad companies to ensure that the toilets are clean at any given moment between inspections.
