WILLIAMS, Chief Judge:
Li Fang Lin, a citizen of the People’s Republic of China, petitions for review of a final order of the Board of Immigration Appeals (“BIA”) denying her applications for asylum, withholding of removal, and protection under the United Nations Convention Against Torture (“CAT”). Lin’s applications for asylum and withholding of removal stem from the forced implantation of an intrauterine contraceptive device (“IUD”) by Chinese officials after the birth of her first child.
