Concerned that the Texas Department of Insurance (“TDI”), without statutory authority to do so, had taken regulatory actions that effectively prevented it from doing business in Texas, Reconveyance Services, Inc. (“Reconveyance”) sought declaratory relief under the Uniform Declaratory Judgments Act (“UDJA”). See Tex. Civ. Prac. & Rem.Code Ann. §§ 37.001-.011 (West 1997 & Supp.2006).
