The State and the Department of Children and Family Services (DCFS) appeal from a judgment of the appellate court reversing the circuit court’s termination of T.F.’s parental rights. The circuit court of Winnebago County adjudicated T.F. an unfit parent, terminated his parental rights to his daughter, Andrea, and appointed DCFS guardian of Andrea with the power to consent to adoption.
