Naegele Outdoor Advertising Company of Louisville (Naegele) brought an action under 42 U.S.C. § 1983 against C. Mike Moulton, individually and as an officer of the Kentucky State Police, Billy G. Well-man, as Commissioner of the Kentucky State Police, and Paul W. Richwalsky, Jr., as Commonwealth’s attorney of Jefferson County, Kentucky, (Defendants) to enjoin Defendants from conducting a criminal investigation of Naegele.
