MEMORANDUM ORDER

GORDON, Chief Judge.

Plaintiffs initiated this action seeking compensatory and punitive damages, back-pay, reinstatement and injunctive relief. They allege jurisdiction under 42 U.S.C. § 1988 and 28 U.S.C. §§ 1343(3) and (4) and 1331(a). Presently before the Court for disposition is the defendant’s motion for summary judgment on all issues raised in the complaint. In the complaint the following are alleged: violation of Wilson’s Fifth and Fourteenth Amendment right against self-incrimination; invalid waiver of the right to a departmental hearing; denial of the right to counsel…
