This is an application for the review of a judgment rendered by the Court of Appeal, parish of Orleans:
The applicant obtained judgment against the defendant for $1,200, and garnished the treasurer of the city of New Orleans, who answered as follows: “I will answer the three interrogatories'propounded to me in one reply: The city council on March 18. 1901, adopted an ordinance appropriating certain funds to W.
