Harland Malyon claims the Pierce County Sheriffs Department’s chaplaincy program violates his religious freedom because it appropriates or applies public funds or property for religious purposes contrary to Washington Constitution article I, section 11 (amend. 88) and/or establishes a religion contrary to the First Amendment of the United States Constitution. The trial court dismissed Malyon’s claim on summary judgment.
