That by virtue of an act approved the 19th day of February, 1900, of the General Assembly of the State of South Carolina, entitled `An act to create a sanitary and drainage commission for Charleston County,' passed at the regular session of the General Assembly of 1900, T.R. McGahan, W.H. Welsh, W.B. Wilson, A.F.C. Cramer, George A. Wagener, and their successors in office, of the county of Charleston, were created a commission by the name and style of The Sanitary and Drainage Commission of Charleston County.
