Plaintiff has brought this action in two counts in his complaint against the City of Nanticoke for payment of legal services rendered to the city while plaintiff was serving as city solicitor. The services were rendered in connection with two applications filed by the city to *20the Community Facilities Administration of the Housing and Home Finance Agency of the United States of America, the first for a grant-in-aid of 50 percent, later increased to 58 percent, of the total costs of paving 25 streets in the city (first count), and the second for a grant-in-aid of 50 percent, later…
